But Erik Bruvold, president of National University’s Institute for Policy Research, is skeptical about how much of an impact the living-wage ordinance has had.
“One claim that was made by the proponents was that the ordinance would create a rising tide that would lift all boats, since it would provide an example to other employers,” he said. “I don’t think we’ve seen any indication of that, although one reason for that could be that the recession has swamped any hope of wage increases in the private sector.”
