Kelly Cunningham, National University System: REINS Act: The Regulations from the Executive in Need of Scrutiny Act sharply slows the growth of regulations suffocating the economy. REINS requires Congress to vote on all “major” regulations having an annual economic impact of at least $100 million. Congress therefore takes responsibility and is held accountable for more than 170,000 pages of regulations containing thousands of rules promulgated by largely unaccountable federal agencies. The government itself estimates these regulations cost the economy more than $1.75 trillion, almost twice the sum of income-tax receipts.
