Vasquez has been analyzing election results for several years. He says a week out from this runoff election Kevin Faulconer is leading because Republicans always vote in greater numbers than Democrats, and that's reflected in the mail ballots already returned.

Over 144,000 mail ballots have been returned, and 49-percent of those are Republican, while only 36-percent are Democrat ballots.

"What we can see from that is a higher enthusiasm factor of the Republican base for Kevin Faulconer, and it's also a likely more effective mail outreach program to Republican voters from the Republican Party," Vasquez said.
