Does lower unemployment rate mean it's easier to find a job?

"Anytime we’re adding jobs and seeing the unemployment come down that is good," said Kelly Cunningham, economist at the National University System Institute for Policy Research.
The economy is slowly growing. Real gross domestic product was at 1.3 percent in the second quarter. But keep in mind that the jobless rate doesn't measure job type. In fact, 600,000 people reported that they were working part-time for economic reasons, meaning they'd rather be working full-time.
