New transportation funding: A godsend for San Diego?

Congress limped along for nearly a decade without a long-term transportation bill, relying on stopgap yearly funding. The new bill provides more certainty on federal funding of transportation and, more importantly, some certainty on federal rules. The problems of bureaucracy, environmental and public approval delays still exist and will continue to hamper project -- in other words, not as “shovel-ready” as purportedly claimed. Clarity from the multi-year bill should help determine longer-term planning about infrastructure.
