Vince Vasquez, senior policy analyst for the National University System Institute for Policy Research, has analyzed election night returns and the updated counts. Notably, he said, Peters defeated DeMaio in precincts that both won in 2012, when DeMaio ran for mayor and Peters for Congress, when he defeated incumbent Republican Brian Bilbray.
He said those areas include precincts in San Diego’s north city, south University City, Clairemont and Mira Mesa. The district stretches from Poway down to Coronado.
“With a low turnout, high Republican enthusiasm, and a slight GOP edge in registration, this was a Republican gameboard, and Peters beat DeMaio on it,” Vasquez said in an email. “He made significant inroads on traditional GOP territory.”
