Economist Kelly Cunningham, who tracks military pay, said military raises have outpaced private sector raises for the last decade.
It now costs about $158,000 a year to maintain a servicemember, including benefits and housing, according to the Congressional Budget Office.
"The report is saying a cut in pay raise will not affect retention and recruiting because the private sector is so weak," said Cunningham.
