Or I should probably say “not fully” and depending upon magnitude of devastation. It is impossible to fully prepare for every circumstance. California may be better prepared than most, but will not be fully equipped for the economic disruption that would result from a huge earthquake. It is also illogical to determine, as often erroneously proclaimed, that natural disasters stimulate the economy. Economic disruption is negative no matter what is seen and not seen is measured.
