"So we are going to see historically low turnout in this election." It's exactly what a study by the National University Institute of Policy Research predicted. President Erik Bruvold, "We based that date looking at the number of absentee ballots that were returned as of the last couple of days leading up to the election. The number of absentee ballots that have been requested." Bruvold says turnout is predicted to be around 25 percent, meaning 3 out of 4 eligible voters will not be casting a ballot.
